A special event is a temporary gathering of people for purposes such as business, entertainment, sports, or political activities. This includes events whether or not an admission fee or attendance charge is required.
This definition does not include:
- Weddings, receptions, or other personal life celebrations
- Conventions, meetings, or other events held in permanent structures designed and regularly used for such purposes (e.g., hotels, motels, funeral homes, churches)
