In Pennsylvania, Act 537 the Pennsylvania Sewage Facilities Act, regulates septic systems, requiring municipalities to plan and regulate both community and individual sewage systems, and holding tanks. In Mount Joy, we have a mandatory inspection/pump-out requirement for on-lot disposal systems (OLDS) every four years, or more frequently if needed. Holding tanks must be pumped every year at a minimum. After a system is pumped, a Pump Hauler Report should be submitted to the township, even if it’s before the mandatory pumping date.
It is ultimately the responsibility of the homeowner to protect public health and the environment by ensuring proper their septic system is in working order. Failure to comply with Act 537 regulations, including mandatory pumping, can result in penalties.
